All three are technically "CE marked", but only one of them survives EU customs scrutiny on a high-pressure line.

PED 2014/68/EU pressure equipment directive requires CE marking on flanges used in pressure equipment assemblies in the EU per PED Article 3.3 and Annex I. The Pressure Equipment Directive (PED) 2014/68/EU is European Union legislation. It is mandatory for any pressure equipment placed on the EU market above defined pressure/volume thresholds. For flanges, this means: every flange carrying the CE mark must be backed by a Declaration of Conformity (DoC) issued by the manufacturer, and, depending on the conformity assessment module, possibly a Notified Body certificate.
PED is not a quality system certificate (that is ISO 9001) and not a product approval (that is the MTC). PED is a regulatory framework that ties the product, the manufacturer, and the destination market together. The CE mark is the visible sign that the manufacturer has done the conformity assessment work.
PED categorization for flanges depends on the pressure, temperature, and fluid group per PED Annex II Tables 1 through 9. Most flanges fall into Category I or II per PED §2.1, requiring module A2 or D1 production quality assurance. PED classifies pressure equipment into 4 categories based on fluid state (gas or liquid), fluid group (Group 1 = hazardous, Group 2 = non-hazardous), pressure (PS in bar), and volume (V in litres). In practice, most product orders for petrochemical service fall in Category II or III, which means a Notified Body is involved. Module H (full quality assurance) is what we at Hebei Yajiada hold, it is the most demanding and the one preferred by EU end-users.
CE marking process per PED Article 13 and Annex III requires: EU declaration of conformity, technical documentation, and CE mark on flange body or packaging. Every Notified Body certificate carries a 4-digit identification number, e.g. "0123" for TÜV Rheinland, "0036" for TÜV SÜD, "0062" for Bureau Veritas, "0035" for DNV. This number must appear on the DoC, on the CE marking itself (under the CE logo), and on the Notified Body certificate.
Common buyer mistake: accepting a CE mark without checking the 4-digit number. Some manufacturers print the CE logo but skip the Notified Body code, this means self-declaration (Module A only), not Notified Body certification. Verify by asking the vendor for the certificate PDF and looking for the 4-digit code.
PED 2014/68/EU fluid group classifications: Group 1 (dangerous fluids including toxic and flammable), Group 2 (all other fluids). Module H (full quality assurance) covers the entire production cycle, design, manufacture, final inspection, and testing. The Notified Body audits the factory annually and re-certifies the entire quality system under EN 764 (Pressure Equipment, General Rules for Design and Manufacture).
Module D (production quality assurance) covers only the production phase. The manufacturer still designs the product, but only manufacturing is audited. For flanges imported into the EU as raw material, Module D is acceptable, but for flanges sold with engineering data or used in higher PED categories, Module H is usually required.
What this means at the buyer end: if your project specification says "PED Module H" and the vendor offers "PED Module D," that is a real downgrade, not a substitute.

For flanges carrying Module H or Module D certification, the CE mark must be physically applied to the flange (or to a permanently attached label), together with the Notified Body 4-digit code. The format is "CE 0123" (for TÜV Rheinland), typically die-stamped or laser-etched on the flange outer diameter.
For small flanges where the marking area is constrained, the marking may be on a label attached to the bolt hole or the flange face protection plate. For self-declared Module A flanges, the CE mark appears without the 4-digit code (because no Notified Body is involved).
